Mission Statement: The mission of DDS is to provide a variety of supports to improve the quality of life for individuals with mental retardation, autism, epilepsy, cerebral palsy, or other conditions that cause a person to function as if they have intellectual disabilities.
Overview: DDS serves individuals with mental retardation, autism, epilepsy, cerebral palsy, and similar conditions.  DDS also provides services for individuals with developmental delays from birth until three years of age. DDS offers services to individuals in community settings through private, non-profit programs in all Arkansas counties. Additionally, DDS offers Medicaid waivers, individual and family support, and adaptive equipment.
Title V, a federal program that serves children with chronic medical conditions, is located in DDS’ Children’s Services Unit. The Title V program assists with payment for medical care, as funding is available. To qualify, the child must be medically eligible and the family must be financially eligible. Financial eligibility is determined on a sliding scale based on monthly income and the size of the family. Income up to 185 percent of the Federal Poverty Level is considered eligible for full coverage. Limited eligibility is available for families with income from 185 to 250 percent of the Federal Poverty Level. The program refers families for Medicaid applications if it appears they or the child would be eligible. Private insurance covering the child, if any, must be billed for the medical care before Title V will make payments, and providers must be willing to accept Title V payment.
Additionally, the Title V Family Support/Respite Program is available to SSI and TEFRA recipients under age 18 based on need and financial eligibility. Qualifying families are eligible for up to $1,000. Assistance is available on a first come, first served basis.
